Chief Executive Officer

David J. Mansfield

David J. Mansfield has been the Company’s President and Chief Executive Officer since November 2016 and a director of the Company since January 30, 2017. From 2015 to 2016, Mr. Mansfield served as CFO of Compressor Engineering Corp. & CECO Pipeline Services Co., which provides products and services to the gas transmission, midstream, gas processing, and petrochemical industries. In this position, he had overall responsibility for the group’s financial affairs, including the development and execution of turnaround plans and the successful negotiation of a corporate refinancing. From 2009 to 2014, Mr. Mansfield served as CFO and as Acting CEO of Pipestream, Inc. a venture capital-owned technology development company providing a suite of products to the oil and gas pipeline industry. In this position, he was a member of the executive team with overall responsibility for directing the financial, accounting and administrative affairs of the company, including IT, HR, insurance, internal control, management, and financial reporting, treasury, tax compliance, investment evaluation, strategic planning, and forecasting.

He also had overall responsibility for commercial, marketing, and business development activities. As Acting CEO his responsibilities included establishing corporate strategies and directing the activities of the company toward the successful technical development and commercialization of its products and services and for the development of a sustainable and profitable business.

From 1992 to 2009, Mr. Mansfield was employed with Bredero Shaw, the world’s largest provider of protective coatings for the oil and gas pipeline industry, most recently as Vice President Strategic Planning. During his tenure with Bredero Shaw, Mr. Mansfield served in numerous roles including Vice President Controller and Commercial General Manager, Europe, Africa & Former Soviet Union. He played a key role in strategy development and merger and acquisition activities as the company grew from annual revenues of $100 million to over $900 million. Mr. Mansfield brings to the Board extensive general management, business development, and merger and acquisition experience in businesses similar to the Company’s and, which in addition to being our CEO, qualifies him as one of our directors.

 

Vice President and Chief Financial Officer

Matthew Lewicki

Matthew Lewicki was appointed Vice President and Chief Financial officer on October 2, 2023.  Matt joined PERMA-PIPE in May 2023 as the Company’s Chief Accounting Officer, with the responsibility of overseeing internal and external financial reporting requirements, SOX compliance, financial planning and analysis, and treasury management, among other related functions. Mr. Lewicki brings 20 years of experience with publicly traded companies, public accounting, and private industry to the organization, serving in a broad capacity of roles. Before Joining Perma-Pipe, Mr. Lewicki served as a Corporate Controller for HMT Holdings Co., Inc., from 2019 – 2023, a global above-ground storage tank manufacturing, inspections, and oilfield services organization with operations in 12 countries. Prior to HMT, Mr. Lewicki was a senior manager of financial reporting and financial planning for Quanta Services, Inc., from 2013-2019, a Fortune 300 electric, oil and gas, and telecommunications infrastructure specialty contractor with operations in 21 countries.

While at Quanta, Mr. Lewicki was a recipient of the Company’s Chairman’s Challenge award, in recognition of future executive leaders of the organization. Mr. Lewicki has extensive experience in global operations, mergers and acquisitions, financial strategy and development, and general management. Mr. Lewicki has served in a variety of industries throughout his career, including commercial retail as a controller at Mattress Firm, a bedding and sleep accessory retail organization, as a Chief Financial Officer for U.S. Industrial Holdings Corporation, a fabrication, engineering, and industrial maintenance organization, and as a Controller for Total Capital, LP, a private equity firm with a series of portfolio companies mainly concentrated in the industrial services, manufacturing, logistics, and engineering sector. Mr. Lewicki began his career as an auditor at Deloitte before transitioning into industry. He earned a Bachelor of Science in Business Administration with a major in accounting and has a Master of Business Administration in Accounting and Finance from Lamar University. He is a Certified Public Accountant in the State of Texas.

Vice President & General Manager PermAlert

Will Leong

Will Leong is the Vice President & General Manager for the PermAlert division of Perma-Pipe. PermAlert is a widely trusted brand in leak detection solutions since the 1980s for applications such as cleanroom manufacturing, data center, and oil & gas. For over 18 years, Mr. Leong has built a reputation as a hands-on business leader in leading transformative and innovative solutions to the market for technology startups to a multinational consumer product business. Previously, he served as the Chief Operating Officer at TZ Inc. and managed the successful launch of the smart locking technology across target markets such as data center, logistics, and consumer applications. Since joining Perma-Pipe in 2018, Mr. Leong has been applying his vision and leadership to scale the business through geographic expansion and renew focus on product innovation. Mr. Leong holds an Engineering degree from Northern Illinois University.

Senior Vice President, Middle East North Africa

Saleh Sagr

Saleh Sagr is the Senior Vice President, Middle East North Africa (MENA), as of July 2021. He has overall responsibility for MENA region expansion and be charged with the area’s continued business and financial growth.

Mr. Sagr was formerly Vice President, MENA since May 2019, where he was responsible for facilities in Fujairah – UAE, Dammam – Saudi Arabia, Gujarat – India, and Beni Suef – Egypt. Before joining PERMA-PIPE, Mr. Sagr served as General Manager for Global Anti Corrosion Techniques in Saudi Arabia, a Saudi pipeline coating company he co-founded in 2005. Mr. Sagr has gained extensive knowledge and experience in strategic planning, business development, startups, and turnarounds during the last 15 years, specifically in the Middle East. Previously, he was based in Edinburgh, the United Kingdom, where he held several significant positions, including engineering, startups, and operations management for BrederoShaw, the world’s largest provider of protective coatings for the oil & gas pipeline industry from October 1995 to February 2005.  His projects took him to the United Kingdom, Russia, Nigeria, Saudi Arabia, and other international locations.

Senior Vice President, Americas

Marc Huber

Marc Huber joined PERMA-PIPE as Senior Vice President, Americas in July 2024. With nearly 20 years of experience, Marc is a versatile executive known for driving growth in new markets and product lines. He is a proven leader in the energy sector across the Americas, boasting a strong track record in P&L ownership and delivering exceptional commercial and operational leadership.

Marc’s extensive experience spans P&L management, operations management, strategic planning, and mergers and acquisitions. He has held key positions at companies such as Shawcor and CPW America Co. As the former President of CPW America, Marc achieved significant milestones, including shifting the sales focus to new markets and products, driving revenue growth to over $250 million, reducing administrative costs, and enhancing profitability. He also led efforts to expand product sales into new regional markets through strategic planning, market analysis, business development, and sales campaigns.

Marc holds a Bachelor of Business Administration from the University of Texas and a Master of Business Administration from the University of Houston.

Vice President of Human Resources

Chuck Heaton

Chuck joined PERMA-PIPE in September 2023 as the Vice President of Human Resources with the responsibility for all human resources related leadership, strategies, policies and practices. Mr. Heaton has extensive experience working globally including North and South America, Caribbean, Europe, Africa, Middle East and Asia Pacific. He has spent a total of 27 years in the Oil & Gas industry in both the public and private sectors in a variety of regional and global positions at such companies as Pennzoil, Intertek, Dresser, GE Oil & Gas and TechnipFMC.

Before joining PERMA-PIPE, Chuck was the Chief Human Resources Officer at Camin Cargo Control, a
leading provider of inspection services to the energy and commodities sector, where he automated multiple key processes, developed a strategy to build talent pipelines and measurably contributed to the increase in overall organizational effectiveness. Prior to Camin Cargo Control, he was the Vice President, Human Resources at NexTier Oilfield Solutions, a leading land completion services organization, where he led the development of Human Resource strategies, revamped talent acquisition and retention, and improved and expanded training initiatives.

Chuck has a Bachelor of Science Degree in Human Resource Management from Auburn University. He also holds SPHR and SHRM-SCP certifications. Chuck has a passion for HR, especially in the fields of employee engagement, talent pipeline, business partnership, organizational design and development.
